As the United Nations and Iran warn that the newly discovered Flame computer virus may be the most potent weapon of its kind, U.S. computer security experts tell NBC News that the virus bears the hallmarks of a U.S. cyber espionage operation, specifically that of the super-secret National Security Agency.

The Flame virus, which is intended to gather intelligence -- not destroy equipment or data, as was the case with the notorious Stuxnet virus -- is too sophisticated to be the work of another country, said one U.S. official, speaking on condition of anonymity. ?It was U.S.,? said the official, who acknowledged having no first-hand knowledge of how the virus operates or was introduced into the Iranian computers.

The U.S. was also believed to have a hand in the creation and insertion of the Stuxnet virus, which targeted Iran?s uranium-enriching centrifuges.


The newly discovered Flame virus essentially ?colonizes? the targeted computers, giving hackers control over critical data stored on them, according to cybersecurity experts who spoke with NBC News.

?

U.S. intelligence officials declined to discuss the virus. ?We have no comment,? said one. ?Israeli officials, suspected in previous attacks, denied involvement.

The virus was first discovered and announced over the weekend by a Russian cybersecurity organization after reports of massive data losses in Iranian government computers.? Kaspersky Lab told Reuters it found the Flame infection after the International Telecommunications Union asked it to investigate. By some accounts, the virus has been operating in the wild for as long as five years.

"This is the most serious (cyber) warning we have ever put out," Marco Obiso, cybersecurity coordinator for the U.N.'s Geneva-based ITU, told Reuters on Tuesday, referring to a bulletin about the virus expected to be issued in the next few days.

The confidential warning will tell member nations that the Flame virus is a dangerous espionage tool that could potentially be used to attack critical infrastructure, Obiso said.

Other experts said the virus appears to be a different type of invader than Stuxnet.

"From reading press reports, this appears to be penetrating networks to surveil, as opposed to destroy, as was the case with Stuxnet,? said Michael Leiter, former director of the National Counter Terrorism Center and now an NBC News analyst. ?Such computer network operations are core components of what our and other intelligence services do day in and day out.

?Our intelligence services know that any weakness in an information system can mean the entire system is vulnerable. ?This makes defense very, very hard.? Network defenses must work reliably and in real time across the entire network to defend against persistent intruders."

Iran?s cybersecurity officials seem to agree.? The New York Times reported Iran?s Computer Emergency Response Team Coordination Center issued a warning Tuesday, saying, ?This malware is a platform which is capable of receiving and installing various modules for different goals.?

If this is indeed a U.S. cyberwarfare operation, said computer security expert Roger Cressey, the target is likely to be Iran?s nuclear program and its decision-making apparatus.?

"Whoever has developed this is engaged in very sophisticated intelligence gathering on computer networks throughout the region.? Clearly, Iran is a top priority for this program," said Cressey, former chief of staff of ?the President?s Critical Infrastructure Protection Board under George W. Bush and now an NBC News analyst.

Two years ago, the U.S. and Israel were suspected of inserting the Stuxnet virus into the Iranian centrifuge center at Natanz.?When the control software was corrupted, the motors that control the uranium centrifuge operations didn?t operate correctly, wobbling instead of spinning the way they?re supposed to, U.S. officials say.

Iran?s President Mahmoud Ahmadinejad has said that the work of Kaspersky Labs helped Iran uncover the infection and remove it from the centrifuge control program.? Cybersecurity officials have told NBC News that the infection, while heavily publicized, was not as effective in disrupting Iran?s nuclear program as has been portrayed in some media accounts.

But Stuxnet is an example, said one U.S. official, of how those aiming to slow the Iranian nuclear program, which the U.S. says is aimed at producing nuclear weaponry, can have an effect similar to that of economic sanctions. The Iran program keeps making progress, he said, but never quite gets there.

Other U.S. officials said that the viruses not only affect the targeted program; they also make Iranian officials ?paranoid.? Additionally, countering the attacks diverts valuable assets and resources from the core mission, they said.?

While the Flame virus appears to be aimed more at gathering intelligence on the Iranian program, it, too, aims to make the Iranians paranoid, the officials said. It does so?by making them wonder about security and by raising questions about whether ?the enemy knows the intricacies of Iranian decision making, not just on the nuclear program but on a host of other issues important to the U.S. and the West, they said.

Variations of a single gene can lead to too much or too little growth

A gene previously linked to too much growth in patients has now also been linked to growth restriction. Different forms of the gene can lead to very different conditions, according to research published today in the journal Nature Genetics.

IMAGe* syndrome is a rare developmental disorder which can affect foetal growth, resulting in smaller than average body and organ size. Without treatment, the disorder can have potentially life-threatening consequences from adrenal gland failure.

The condition was first identified twenty years ago by Eric Vilain, then a researcher in France. Now, Professor Vilain and colleagues at the University of California, Los Angeles, together with researchers at the UCL Institute of Child Health in the UK, have identified the disorder as being caused by a particular mutation of a gene known as CDKN1C, found on chromosome 11. They made their discovery after analysing DNA samples from an Argentinian family affected by IMAGe syndrome, together with existing samples from patients collected over the past two decades.

Scientists have known for some time now that CDKN1C plays an important role in regulating cell growth. Mutations of this gene have been previously associated with an 'overgrowth' syndrome called Beckwith-Wiedemann syndrome, which causes large body parts and large organs and carries an increased risk of tumours. The link with IMAGe is the first time that the gene has been associated with growth restriction.

"We discovered a mutation in chromosome 11 that consistently appeared in every family member affected by IMAGe Syndrome," explains Professor Vilain. "We were a little surprised, though, because the mutation was located on a gene previously recognised as causing Beckwith-Wiedemann Syndrome. Finding dual functions in one molecule is an unusual biological phenomenon. These two diseases are polar opposites of each other.

"The results are particularly special for me as we have finally been able to identify the cause of the condition that I first encountered twenty years ago. This is a big step forward and should help affected families in the future. We can now use gene sequencing as a tool to screen for the mutation and diagnose children early enough for them to benefit from medical intervention."

In fact, the researchers found that IMAGe syndrome was only associated with changes in the maternal CDKN1C gene. If only the copy of the gene inherited from the father carried the mutation, the child was unaffected. This process of 'switching on' genes differently depending on whether they are inherited from the mother or the father is known as 'imprinting'. Some scientists believe that imprinted genes have evolved to play an important role in how the foetus develops in the womb; a smaller foetus carries an advantage to the mother as it increases her chances of survival during childbirth, whilst the father's genes may work to increase the birth size and hence chances of survival of the offspring.

Dr John Achermann, a Wellcome Trust Senior Research Fellow at the UCL Institute of Child Health, UCL, says: "Our surprising finding shows that different changes in the same gene can lead to very different effects. The results give us clues not only in relation to growth during human development, but also to how cells grow and divide and lead to tumours."

McGill university student plan provides healthcare to rural areas with Windows Phone and Win 8

Those of us living in metropolitan areas don't think twice about our ease of access to medical care, but those in rural areas don't enjoy such easy access to a doctor. Abhijeet Kalyan and Shravan Narayan from McGill University in Canada are aware of this problem, and came up with a way for doctors to diagnose and treat patients from afar. Called Project Neem, it's got a hub and spoke organizational structure that puts a healthcare worker in every village and leverages the power of Windows Phone to connect them with medical staff in distant cities.

Participating healthcare workers are given basic medical training and a handheld loaded up with a custom app that identifies patients by scanning their national ID card and stores their pertinent medical info -- from temperature and blood pressure readings to a variety of symptoms. The app has a virtual human body on board that lets users tap parts of the anatomy to bring up a series of symptoms that can be selected to provide treating physicians with the info they need. That information is stored in the cloud and accessed by doctors through a Windows 8 app, who then can relay appropriate treatments to the local healthcare worker. Now all we need is someone to make a real-world tricorder, and we'll truly be able to bring medical care to the masses, wherever they may be.

(AP) ? The debt crisis that has ravaged Europe for the best part of three years has exposed a dislike of the single currency but little desire to abandon it, a wide-ranging survey of public opinion found Tuesday.

Pew Research Center's survey across eight European Union countries, including five members of the 17-country eurozone, indicated that the region's financial problems have triggered full-blown fears about the future of Europe as a political project.

"This crisis of confidence is evident in the economy, in the future, in the benefits of European economic integration, in EU membership, in the euro and in the free market system," Pew said in a statement accompanying its survey.

Despite those concerns, Pew found there was no desire for those countries that use the euro to return to their former currencies, such as the French franc or the Spanish peseta. The euro launched in 1999 and is now used by 17 countries.

In Greece, the epicenter of the debt crisis, 71 percent of those polled want to keep the euro, as against to 23 percent that want to return to the drachma. More people in Greece, which is now in its fifth year of a savage recession, think the euro has been good for them than bad ? 46 percent of those surveyed compared to 26 percent who thought it was a bad thing.

These findings may be crucial as Greece heads to the polls on June 17 in a general election many see as a referendum on the country's euro membership.

Varvara Konstantopoulou, a 65-year-old pensioner in Athens, summed up the dilemma that is at the heart of a country that is trapped between indefinite austerity and a catastrophic currency exit.

"I don't think the euro helped us. When we joined everything became more expensive," she said. "But we are trapped now. If we leave the euro, our money will not be worth anything. It's worse for people on a fixed income."

Her 45-year-old unemployed daughter, Alexia, agreed with her mother that Greece was not ready for the euro when it joined in 2001. However, she thinks the euro will survive but that in the future countries should get a grip on their public finances so there's no repeat of the current crisis.

"Otherwise they will end up like us," she said. "Every country should sort out its own problems, but they have to help us to keep things going smoothly (for the euro)."

Recent opinion polls in Greece have suggested there's a movement towards political parties, notably the conservative New Democracy, that are willing to meet the commitments the country has already made in return for its bailout lifeline.

Though Pew found little appetite for abandoning the euro, the survey revealed a prevailing skepticism over Europe's single currency.

More people in France, Italy and Spain think the euro has been more damaging than beneficial. In Italy, which has the second-highest debt burden in the eurozone after Greece, 44 percent of those people surveyed said the euro has been a bad thing, as opposed to 30 percent who think it has done good. Italy is also home to the biggest anti-euro constituency, with 40 percent of those polled wanting to return to the lira as against to 52 percent backing the euro.

Among the five euro countries surveyed there wasn't one where a majority ? over 50 percent ? of those polled thought the currency has been beneficial.

In Germany, Europe's biggest economy, more people thought it was beneficial than damaging.

"It's got a lot of advantages," said Andreas Schwanekamp, an office worker in Frankfurt, Germany. "We don't have to exchange currency when we leave the country."

Germany's exporters have benefited from the relatively low value of the euro against other key currencies such as the dollar when compared to what the deutschemark would likely be trading at.

"We're an exporter," Schwanekamp, 47, added. "If we still had the deutschemark, we would be more expensive relative to the other currencies in Europe."

The survey also found that two-thirds of Germans want to keep the currency even though the country has to make the biggest contributions to the financial bailouts.

Among the countries surveyed that did not have the euro as their currency there were big majorities in Britain, the Czech Republic and Poland who thought it has been better for them not to have been in the euro bloc.

In Washington, the Obama administration announced Tuesday it had dispatched its top international finance official to Europe for a round of discussions.

U.S. Treasury Undersecretary for International Affairs Lael Brainard was holding discussions with senior government officials in Athens on Tuesday. She was scheduled to meet with officials in Frankfurt, Germany, and Madrid, Spain, on Wednesday.

On Thursday, Brainard will meet with officials in Paris and Berlin and will wrap up her trip with further discussions in Berlin on Friday.

The U.S. Treasury said in a statement that Brainard would meet with "senior government officials in each country to discuss their plans for achieving economic stability and growth in Europe."

The Pew surveys were conducted by telephone in some countries and face-to-face in others between mid-March and mid-April, with at least 1,000 people surveyed in each country. The margin of error varied by country, from 3.3 percent to 4.4 percent.

1 in 5 Americans Will Get Skin Cancer. Here's How To Protect Yourself

You know you've reached the zenith of pop culture zaniness when Saturday Night Live parodies you. That's exactly what happened to Patricia Krentcil, the overly bronzed New Jersey mom facing second-degree child endangerment charges for allegedly allowing her then five-year-old daughter into a tanning booth. Audiences across America may have laughed at an Oompa-Loompa orange Kristin Wiig spoofing the infamous "Tanning Mom," but doctors say that this is no laughing matter.

A new study conducted by the Centers for Disease Control and Prevention (CDC) and the National Cancer Institute (NCI) reveals that 50 percent of young adults ages 18 through 29 say they've had at least one sunburn in the past year. "A sunburn is a form of sickness or poisoning," says Cynthia Bailey, a dermatologist practicing in Sebastopol, Calif. "Both a sunburn and a suntan indicate that ultraviolet rays have caused free radicals to form within the skin and DNA damage has occurred." And this, in turn, can lead to skin cancer, the most common form of cancer in the United States.

Sun seekers aren't the only ones putting themselves at risk. The American Academy of Dermatology estimates that some 28 million Americans tan indoors each year, and the age of frequent users is getting younger and younger. A study also conducted by the CDC and NCI found that nearly a third of white women ages 18 to 21 regularly use tanning beds, averaging about 28 visits in 2010. "Ultraviolet radiation from tanning devices [and the sun] is just as carcinogenic to humans as tobacco smoking," says Delphine Lee, a dermatologist and director of translational immunology at the John Wayne Cancer Institute in Santa Monica, Calif. "Studies found a 75 percent increase in the risk of melanoma in those who had been exposed to UV radiation from indoor tanning before the age of 35."

Mention melanoma, the most deadly form of skin cancer, and John McCain might come to mind -- the 75-year-old senator who has endured numerous removals of melanoma from his upper body and face. Recent studies, though, show that it's not an older person's disease. Rather than the likes of McCain, people should really remember reggae musician Bob Marley, who died at age 36 from a metastatic melanoma found on his toe. A Mayo Clinic survey of patients published in April revealed that for people under 40, incidences of melanoma have increased eightfold among women and fourfold among men from 1979 to 2009. This rise in cases may be due to the popularity of indoor tanning, researchers speculate. "Fifteen to 30 minutes in a tanning booth is equal to an entire day at the beach, and the UV [rays] absorbed during a session is 20 times stronger than the rays of the sun," says Howard Murad, a dermatologist and associate clinical professor of medicine at the University of California--Los Angeles.

So why do people keep tanning? Surely the thought of thinning skin, fine lines and wrinkles, liver spots, skin rashes from the interaction between UV rays and certain medications, aggravation of autoimmune diseases, and cataracts -- not to mention cancers of the eye and skin -- would deter most folks. New research published in the May issue of Addiction Biology suggests that for some people, tanning is not that easy to resist.

Scientists measured the brain activity and blood flow of study participants subjected to ultraviolet radiation in a tanning bed. What they discovered was that the UV rays stimulated several parts of the brain involved in addiction. Quite simply, tanning could be just as habit-forming as drugs or alcohol. Despite all the awareness of the health hazards of tanning, it appears that some people just can't say no when they should.

The Skin Cancer Foundation reports that more than two million people are diagnosed with skin cancer each year, and one person dies from melanoma every hour. "It would be unrealistic to expect the average person not to get some color by the end of the summer," says Lawrence Mark, a dermatologist at the Indiana University Simon Cancer Center in Indianapolis. "But there is always some risk with tanning. The question is whether the benefit is worth the risk."

To minimize that risk, here's what you can do:

Slather on sunscreen. "I often tell my patients to use an SPF 30 and to reapply their sunscreen every two hours," says Erin Gilbert, a dermatologist and spokesperson for the American Academy of Dermatology. Some products boast a sun protection factor as high as 80. That isn't necessary, says Gilbert, as there is no good evidence that an SPF higher than 30 provides greater protection. What you really need to do, she advises, is "apply a shot glass worth of sunscreen daily to exposed areas like the face, neck, hands, and chest to achieve adequate coverage." Applying too thinly lowers the protection factor of the product.

With the wide array of sun protection products on shelves today, the Food and Drug Administration is implementing new regulations to help consumers determine the best sunscreen for them. Prior standards only addressed protection against UVB rays -- UVB-shielding products just help protect against sunburns. Starting in December, manufacturers will be required to label those sunscreens that protect against both UVB and UVA rays as "broad spectrum." Those that carry the "broad spectrum" designation and have an SPF 15 or higher will show wording indicating they reduce the risk of sunburn, skin cancer, and premature aging with proper sun protection behaviors like limited sun exposure and use of protective clothing. Those that are not labeled "broad spectrum" or that have an SPF value between 2 and 14 only prevent sunburn and will carry a "skin cancer/skin aging alert." Other changes include the rule that manufacturers will no longer be able to call their product a "sunblock" or describe their sunscreen as "sweatproof" or "waterproof." And those sunscreens with an SPF value higher than 50 will simply be labeled as "SPF 50+."

Cover up. Put on a wide-brimmed hat to protect your face and resist the urge to expose too much skin. Yes, the bikini beckons and hemlines hike up when the temperature rises, but you'll be thankful years from now when people mistake you and your smooth skin for someone much younger. Buy sunglasses that offer both UVA and UVB protection. Ocular melanoma, or cancer of the eye, is diagnosed in about 2,500 Americans every year.

Seek some shade. Avoid the outdoors between 10 a.m. and 2 p.m. if possible, as UVA and UVB rays are most intense with the midday sun.

Go bronze from a bottle. "Bronzers are temporary self-tanning products containing pigments or dyes that provide instant color. They can be easily removed with soap and water," says Ron Robinson, a cosmetic chemist and research executive who has developed products for companies like Clinique, Avon, and Revlon. "The main ingredient in self-tanners is dihydroxyacetone, a sugar molecule that reacts with the proteins in the skin to give the skin a tanned color that develops in a few hours." And while "bronzers and self-action tanners are safe and effective," says Tina Alster, a clinical professor of dermatology at Georgetown University Medical Center, it should be noted that they do not provide any sun protection and sunscreen is advised.

Be like Bugs Bunny. Studies show that you can get that golden glow from the food you eat. "Beta carotene is a form of vitamin A that has a yellow or orange pigment and is found in certain fruits and vegetables like carrots, winter squash, and cantaloupe," says Bailey. Eating a diet rich in beta carotene imparts a golden hue to the skin. "It's entirely non-toxic and looks good."

Some doctors say a little exposure to the sun is essential when it comes to vitamin D, also known as the "sunshine vitamin." Research has shown that a deficiency in vitamin D may increase the risk of some cancers, heart disease, multiple sclerosis, osteoporosis, tuberculosis, and the flu. The body produces vitamin D from cholesterol through a process activated by sunlight on the skin. Although this is the most efficient way to produce the vitamin, many dermatologists would rather you eat foods rich in vitamin D -- such as fatty fish like tuna and salmon and fortified foods like dairy products and breakfast cereals -- or take supplements instead of basking in the sun. The Institute of Medicine recommends a daily dose of 600 IU for most people under 70. "The amount of sun needed for adequate amounts of vitamin D causes suntans and sunburns," says Lawrence Samuels, chief of dermatology at St. Luke's Hospital in Chesterfield, Mo. "People die from melanoma and metastatic skin cancer. No one dies from vitamin D supplements."

Obama Bill: Newport Beach Charges President $35,000 For Added Security Presence (VIDEO)

California has a reputation for being an "ATM" when it comes to presidential campaigns, but one city in the Golden State is tired of bearing the hidden costs of high-end political fundraisers.

Newport Beach in Orange County, Calif., has just slapped the Obama for America campaign with a bill for $35,043.04, reports Corona Del Mar Today. The figure represents the cost of extra police officers, reserve officers and overtime pay that the city contributed to the President's visit in February of this year.

The bill was City Manager Dave Kiff's idea. In a written statement to Corona Del Mar Today, Kiff said:

I think it is appropriate to treat it like a private event -- if another private event that large and which required that much police presence occurred, we would bill the event sponsor ... If the president was here on presidential business, we likely would not have billed for that.

However, Kiff emphasized in his statement that the President's visit was still an honor. "We are of course always honored when any US official, especially the President, comes to visit our community."

Newport Beach residents told CBS2/KCAL9 that they agreed with Kiff's decision to bill the President for city services rendered.

"I don?t care what the political party is ? I am not in the President?s party," said Scott Mason, who lives on the same street that the President held his fundraiser. "If you are using the public sector to support fund-raising ... you have to pay for that."

Newport Beach residents Jeffrey and Nancy Stack hosted the breakfast fundraiser for the President. Ticket prices to the event ranged from $2,500 to $35,800.

Newport Beach's revenue department sent the invoice, dated May 10, to the Obama for America office in Chicago, reports the Los Angeles Times. As of late Thursday, there's been no official response to the bill. It's due June 9.

Newport Beach is a conservative, affluent city. The median income is estimated at $107,007 (California's median income is $60,883) and registered Republicans outnumber Democrats three-to-one.

To date, President Obama has made 10 visits to the Southland since he was elected. His most recent visit in May brought him to the home of actor George Clooney, where a star-studded fundraising event raised a record $15 million for one night. Two-thirds of the figure came from small donations across the country for a contest that would fly the winners to Los Angeles for the event.

Dos Santos stops Mir, keeps UFC heavyweight title

LAS VEGAS (AP) ? Junior Dos Santos flattened Frank Mir with a huge right hand and finished him on the ground at 3:04 of the second round Saturday night, emphatically defending his heavyweight title at UFC 146 on Saturday night.

Dos Santos (15-1) picked apart the two-time ex-champion with superior boxing throughout the fight, eventually stunning Mir before finishing him with one last blow to the head. Dos Santos then wrapped himself in the Brazilian flag while celebrating his first title defense since taking the belt from Cain Velasquez last fall.

"I'm feeling awesome!" the ever-smiling Dos Santos shouted to the pro-Brazilian crowd. "It's not bad for a nice guy, huh? ... Frank Mir is a really good fighter, too. I came here to defend my belt, and I did it."

Velasquez stopped Antonio "Bigfoot" Silva late in the first round after administering a bloody beating that both thrilled and horrified fans at the MGM Grand Garden. Roy Nelson, Stipe Miocic and Stefan Struve also won on a pay-per-view card topped with five heavyweight fights, a first in UFC history.

Dos Santos never faced trouble in the fight's eight minutes after easily avoiding an opening-minute takedown attempt by Mir, who hoped his superior jiu-jitsu skills would allow him to avoid Dos Santos' unparalleled striking ability. Mir, who turned 33 on Thursday, has the most heavyweight victories in UFC history, but he couldn't match Dos Santos' skills.

"He's a champ," Mir said. "He's fast. I couldn't get out of the way. He hit me hard. There were just too many of them, and they were hard shots. I couldn't do anything about it."

Dos Santos kept the fighters on their feet ? except when he staggered Mir late in the first round and again midway through the second. Mir stumbled back several steps after Dos Santos' decisive right hand, and Dos Santos added one last head shot before referee Herb Dean saved Mir.

"That surprised me a lot," Dos Santos said. "Man, this guy can take a punch. My hand is hurt."

Dos Santos downplayed the revenge element of beating Mir, who broke the arm of Dos Santos' mentor, Antonio Rodrigo Nogueira, in a fight last December.

Mir (16-6) had won three straight fights since losing a title shot to Shane Carwin in March 2010, but couldn't reclaim the belt he held in 2004 before getting into a serious motorcycle accident and again in early 2009 before losing to Brock Lesnar.

Velasquez (10-1) finished Silva at 3:36 of the first round, but only after pulverizing the 6-foot-4 Brazilian with a relentless series of blows after an early takedown. Silva (16-4) was cut on his face early in the beating, sending streams of blood down his face and onto the canvas, eventually coating both fighters' torsos.

"I knew he was going to be a tough guy to finish, and he posed certain threats," Velasquez said. "But I'm happy I was able to go in there and perform. I took my time and waited to get good position to turn it on and finish the fight."

The fight was stopped once to allow Silva's corner to clear the blood from his eyes, but Velasquez promptly resumed the beating until the fight was finished. The former Arizona State wrestler was ferociously impressive in his first bout since losing the belt to Dos Santos in just 64 seconds during the UFC's first prime-time Fox show.

"What you've done in the past, you've got to get over that," Velasquez said. "This is a step in the right direction."

The 32-year-old Silva appeared to be outmatched in his UFC debut after a lengthy MMA career highlighted by his dominant Strikeforce victory over Fedor Emelianenko in February 2011.

Earlier, Nelson stopped Dave Herman with an overhand right just 51 seconds into the first round, and Miocic remained unbeaten with a second-round stoppage of fellow heralded prospect Shane Del Rosario. Struve, the 6-foot-11 Dutch heavyweight, stopped Lavar Johnson in the first pay-per-view fight.

Nelson (18-7) added another impressive stoppage victory to his list, catching Herman (21-4) with a right hand that sent him sprawling backward onto the canvas. Nelson landed one more shot before the fight was stopped, and then climbed onto the cage to rub his ample belly while his hometown crowd cheered.

"My plan was to wrestle, (but) my coaches had a different game plan, which was, 'Hit him in the face,'" Nelson said. "Guess it worked. Clearly my hands have dynamite in them, or small rocks or whatever."

Nelson had lost three of his previous four fights, including decisions to Dos Santos and Mir. But the portly, heavily bearded heavyweight ? who bills himself as a kung fu fighter ? is consistently popular and entertaining.

Miocic (9-0), a firefighter and EMT from Cleveland, survived a back-and-forth first round before taking control in the second, taking down the previously unbeaten Del Rosario and finishing him off with ground-and-pound elbows.

Del Rosario (11-1) had a severe cut over his right eye and a bloody face after his UFC debut and his first fight in 15 months. The Orange County fighter recovered from a back injury sustained when his car was hit by a drunk driver last year.

Struve finished Johnson with an armbar just 1:05 into their bout. The 6-foot-11 Dutchman who has lost to Dos Santos and Nelson celebrated his third straight win, while Johnson, the veteran Strikeforce fighter who beat Pat Barry just three weeks earlier, struggled after stepping in as an injury replacement for Australia's Mark Hunt.

Early on the UFC 146 card, veteran lightweight Jamie Varner upset previously unbeaten Edson Barboza, stopping the touted Brazilian prospect with a long series of blows to the head. Varner, the former WEC lightweight champion who was released from that promotion after an 0-3-1 skid, made the most of his chance to be an injury replacement for Evan Dunham in his first UFC fight since March 2007.

Jason "Mayhem" Miller lost a lackluster decision to middleweight C.B. Dollaway, possibly ending the television host's MMA career. Miller (24-10), who has won just three of his last eight fights, previously said he would retire if he didn't beat Dollaway, who largely controlled the bout on the ground after Miller won the first round.

A collection of celebrities including Charlize Theron, MC Hammer and many NFL players, including Cardinals receiver Larry Fitzgerald, attended the show in the UFC's hometown.

HBT: Santana pitches first shutout in 2 years

It?s safe to say that Johan Santana is back.

In an effort which was both dominant and efficient, Santana tossed a four hit-shutout this afternoon at Citi Field as part of a 9-0 victory over the light-hitting Padres. All four hits he gave up were singles and he threw 74 out of 96 pitches for strikes. He struck out seven and didn?t issue a walk.

Santana has been the victim of low run support this season, but that wasn?t an issue for him today. The Mets scored four runs off Clayton Richard in the first inning on homers from Scott Hairston and Vinny Rottino and tacked on five more in the ninth inning against former Met Dale Thayer, including a grand slam by Mike Nickeas.

This was the ninth shutout of Santana?s career and his first since August 10, 2010 against the Rockies. Sure, the Padres are one of the worst offensive teams in the sport, but today?s outing was an important benchmark for someone who missed all of last season while rehabbing from shoulder surgery. The 33-year-old southpaw hadn?t lasted longer than seven innings in any of his previous nine starts this year.

While Santana?s velocity isn?t what it was prior to surgery, he has an outstanding 2.75 ERA and 60/16 K/BB ratio over 59 innings this season. That?ll work.

Nicki Minaj Asks Fans To Vote For Next Roman Reloaded Singles

It's only been a little more than a week since Nicki Minaj dropped the clip for her Chris Brown collabo "Right by My Side," but everyone's favorite Harajuku Barbie is continuing her Pink Friday: Roman Reloaded takeover and needs a little help in selecting her new singles. On Thursday night, Minaj's website revealed three polls with various options from the sophomore effort.

With Roman Reloaded crossing hip-hop and pop genres, Barbz and Kenz have quite a few Minaj stylings to select as their ideal singles. While the first race is between the more mellow pop cuts on the LP ("Marilyn Monroe," "Fire Burns," "Young Forever" and "Gun Shot"), the second battle includes tracks that bring out the rapper's harder alter ego Roman ("Champion," "HOV Lane" and "I Am Your Leader"). In the last poll, head Barbie has pitted three of her dance anthems against each other ("Pound the Alarm," "Whip It" and "Va Va Voom").

Shortly after the website posting, Minaj also took to Twitter to urge Team Minaj to sound off in the fun, writing, "Take the poll!!! And leave your comments. Gonna read them now." At press time, "Marilyn Monroe," "Champion" and "Va Va Voom" appeared to have the majority of votes.

Barbz and Kenz have plenty of reason to be excited, as they've been flooded with a string of new singles all year long. Even before the LP hit stores, they were treated to the frenetic "Stupid Hoe," which saw the Young Money honey taking a cluster of jabs at Lil' Kim.

Strategically releasing cuts to appease her growing fanbase, Minaj went on to the album's lead single, "Starships," a RedOne-produced number that was clearly catered to the Top 40 dance craze. And as predicted, the magic worked when the song peaked at #5 on Billboard's Hot 100. Soon after, the femcee balanced out the pop tune with the release of her ode to strippers, "Beez in the Trap." Most recently, Minaj released the visual for her Chris Brown-assisted R&B jam "Right by My Side," which also features a cameo love interest by none other than Nas.

Regardless of the poll winners, Minaj is already performing many of the cuts on her worldwide Pink Friday Tour, which will hit the States in July. Laurieann Gibson, who serves as the raptress' choreographer, spoke to MTV News recently about the trek, revealing that it's something she's "really, really proud of."

"I love [when] I heard Roman Reloaded. I loved her delivery. I love the way she flows," Gibson told MTV News. "So the Pink Friday Tour is really good and it's kind of like a glimpse back to what a real rap show is. It's intimate but big at the same time."

BREWER, Maine ? Steep declines in revenues, a flat citywide property value and increased costs mean city officials are proposing a property tax increase of $1.04, Finance Director Karen Fussell and City Manager Steve Bost said Thursday.

?We?re actually having a mill rate increase ? the first in a decade,? Fussell said. ?We knew this day would come and we?ve put it off as long as possible.?

The City Council will hold a special meeting 6 p.m. Tuesday to present the city and school budgets to the public.

Brewer has held or lowered its property tax rate for the past 10 years, with this year?s rate set at $17.95 per $1,000 in property value. Under the draft fiscal year 2013 budget, the tax rate would increase to $18.99, Fussell said.

?Everybody?s taxes are pretty much going up across the state,? she said.

?We knew there was going to be an increase, and our job was to keep it as low as possible,? Bost said.

Brewer?s proposed municipal budget is approximately $33.1 million for next year, about $590,000 more than the 2012 budget.

The lion?s share of the increase ? around $392,000 ? is from increases to the school department budget, Fussell said.

?The city and school both worked extremely hard to offset revenue losses and reduce costs,? she added.

The fiscal year 2013 school budget is $19.98 million, about a 2 percent increase. It includes funding for one half-time gifted and talented teacher, but no others, and maintains all the programs and services now offered, Gretchen Gardner, the school department?s business manager, has said.

The school department is getting about $475,000 less in state and federal revenue, and the city?s state revenue sharing has decreased for the fifth straight year.

?We?ve seen a $450,000 decrease [annually] since ?08,? Fussell said. ?I didn?t think it could go any lower.?

Both the school and the city are tapping undesignated fund balances to offset what residents must pull out of their pockets, according to Fussell and Gardner.

The school department plans to use around $1.7 million of its carry-forward funds, leaving about $900,000, Gardner has said, and the city is using $450,000, which is $100,000 less than last year and leaves around $3 million, Fussell said.

Since the city?s property value has decreased slightly over the past three years, ?having no change [in the value for 2013] we think is a positive sign? about the economy, Fussell said.

Tax increment financing, to the tune of $1 million, also is being used to pay for the entire economic development department, the Brewer Business and Commerce Park, and for the debt service for both the public safety building and the performing arts center at the Brewer Community School.

?It takes a considerable amount of pressure off the budget,? Bost said.

Gardner and Superintendent Daniel Lee will present the proposed school budget to the City Council on Tuesday, May 29, and the council is expected to vote on the combined budget June 5.

A school budget referendum is scheduled for June 12, which is the same day residents will cast ballots about possibly changing the city charter to require future school superintendents to be Brewer residents.
